I guess you want to know the property which is defined by the location of electrons. Well, it's the reactivity of the atom which is defined by the location of electrons.

Reactivity of an atom is its tendancy to take part in a chemical reaction. Remember, lower stability means higher reactivity and vice-versa. Atoms with complete octet (8 electrons in its last or valence shell) have low reactivity i.e. more stability. Atoms with incomplete octet like having 1, 2, 6 or 7 electrons in its valence shell are more reactive, so they have high tendancy to participate in a reaction. For example, Mg (z=12) has 2 electrons in its valence shell and so it is reactive.
