1.Why didn't Hoover believe in using the federal government to fight the effects of the Great Depression? He believed the business cycle was natural and the economy would fix itself in time. The government was too weak to do anything. According to the Constitution, the federal government isn’t allowed to provide direct aid to people. He believed the federal government was corrupt and couldn’t be trusted to fix problems.
