he Doppler effect is the name of it. The sound waves are compressed and travel faster to your ears as the train draws near. The sound waves are uncompressed (stretched out) and arrive at your ears more slowly when the train passes by you and then moves on. As the train passes you, the shift happens gradually. The pitch level would return to the same level as when the train is closest to you if it were to halt after passing you and keep blowing its horn.
