The statement: "It has not snowed yet today" could indicate either weather or climate. If it has snowed for the last few days, but not yet today, this could be the short-term trend that indicates weather. But the statement could also indicate that snow is *expected*, perhaps because it is typical at a given time of year, which is more to do with the long-term trends of climate.
