Because the answer was originally posted as a comment, not as an answer. I think I'm right that it can (and should ) be resubmitted in the answer box, but I await other feedback on this.

Janet is right. During 2011, there was no "Add Answer", so all answers were submitted as a comment. These kind of responses can only be seen on Random Archive which is only available to Level 1 and above experts and Moderators.
