I don't know that that came about through any specific policy, [ but through the practice of the emperors in resolving theological disputes starting with Constantine and the Nicene Council up to the rise of the Iconoclasts and the split with the Latin church (the many synods and disputes are many and various, but the Byzantine church's position on religious matters was as capricious as the emperor's). source: yahoo ]
