According to the Zhou concept of the Mandate of Heaven the king was expected to rule in a compassionate and effective manner because he was selected by the gods to rule in order to maintain the order of the universe. the king, as a god, was the arbiter of the use of power on earth. the gods ruled that all must obey the king without question. the chief priest was the supreme ruler. territorial chieftains chose kings from the members of the Grand Assemblage
