Let the 2 numbers be x and y.

x + y = 48- >(1);
1/3x = 5 + 1/6y- >(2); Multiplying (2) by 6, we get: 2x = 30 + y; 2x - y = 30 - >(3);

(1) + (3), we get:

3x = 78; x = 26. y = 48 - 26 = 22.

The smaller number is 22.
