User: it is referring to paparazzi douchebags and the likes who take pictures of celebrities incessantly, following them everywhere they go and stripping them of their privacy (that is my point of view). the problem is that this falls under the pretense of "journalism" which (as the fourth estate) is supposed to be protected and be used as a check on government etc. if "photographers" like the paparazzi are prohibited from taking pictures of people because they feel it is an invasion of their privacy then it sets a legal precedent where criminals could claim the same thing.
that said, some things that you could change would be for example, paparazzi can only follow celebrities between certain hours. they may not take photos of non-celebrity family members (children for example). they must not come within 25 meters of celebrities. they must not pursue celebrities in vehicles. they must stop taking photos if asked by celebrities etc. just a few ideas.
