Changes brought about by the Wagner Act: prevents the legal retaliation against workers for forming collective bargaining agreements or going on strike. In order to enforce the laws provided for in the mandate, [ the government established the National Labor Relations Board. This organization was given the ability to hear charges on behalf of workers when it came to the actions of companies. It also has the right to conduct investigations. ]

A union's certification is not perpetual. Its continued representation of workers depends on factors such as collective bargaining agreements, worker support, and financial viability. Workers can petition to decertify a union, and unions can merge or dissolve.
