Because #2 does not use WHOM correctly. Whom is used when it's replacing an OBJECT in the sentence. 1. Whom did you forget to call? rewords to "I forgot to call HER." In this case, her is an object, so WHOM is used in the question. However, 2. Whom is your friend? rewords to "SHE is my friend." In this case, SHE is a subject, so the correct question wording is "Who is your friend?"
