They can give a permanent record or documentation for next references. Sometimes it will be come as a reminder on a specific day, date and time, which will be usefully to person, have a poor memory or a lot of thing to have to remember.

Memorandums are a way to communicate with all the employees of the company. It is a record for the receiver and the giver and it can be used as a written consent that the receiver fully understand what is stated on the memorandum.
