It's true, When a quote is fewer than 40 words, use quotation marks to identify material copied directly from the source.


*** A quotation must use the exact words of the source. If the quotation is relatively short (usually fewer than 3 lines or 40 words), those words must be enclosed in quotation marks.

The first response you received was correct. Those are the first steps in writing an essay. However, the audience is a very important thing to take into consideration when writing. If the audience is going to be "laymens" then you should avoid using a lot of technical language and details, insure that the audience will understand what they are reading.
