What are the reasons for urban blight in the cities of many developing countries? What do the people in the shantytowns need most?
The reason people live in shanty towns or "Tent Cities" is because they have fallen on hard times such as losing a job and/or their homes and have no choice and they may not have friends or relatives that can help them out. [ [ They come from all walks of live and can live anywhere in the world,might even have lived in your neighborhood. ] ]

Sam owns an acre of land on Red River. The government dams the river. A lake forms behind the dam, covering Sam's land. Does the government owe Sam anything? If so, what? If not, why?
