The verbal phrase in the sentence is: FRIGHTENED BY THE SIREN
It is a PARTICIPLE PHRASE.

erikalui, if you scroll up to the conversation, you will see the original question. Covered functions as a VERB, it is not a participle. The participle is FRIGHTENED. It is a verb that functions as an adjective.

I did not know that I need to check the entire set of questions which have been posted earlier and only replied to the latest one.
