The determinat of productuvity are mostly the factors of production, these factors of production are: land, labour, capital and management. When any of this is lacking productivity will be less but when all this factors are available productivity will increase

The training hours spent on staff has nothing to do with productivity, what matters is the skill aquired by the staff and his/her williness to work.
