I live in Canada and the Highway Traffic Safety Act says 'you must dim your headlights when 300 meters from an oncoming vehicle" and "you must dim your headlights when following another vehicle 150 meters or less"
I would add that if you have a vehicle approaching with very bright lights, you can look down directly in front of your vehicle on the right side, at the road or at the white line along the edge of the road, until it passes you.
