C - legislature = a GROUP (collection) of people
a "collective noun" is a singular form referring to a group of objects (or persons!), such as "group" itself
on the other hand
* mercy = abstract noun (refers to a concept, rather than a tangible object
* children = plural
* butcher, etc = simple singular noun
