The Weegy rules state that you should not answer with just the answer but in complete sentences so I am not sure what you mean. Restating the question is always a way to ensure you are providing an acceptable answer.

For example:
The answer is NOTICE OF PRIVACY RIGHTS. Under the Privacy Rule, the covered entity must provide the individual with a NOTICE OF PRIVACY RIGHTS on his or her first date of service which outlines the patient’s rights under the rule

I know what the rules state. I'm saying that when I do this often times a user will mark the answer as not good and it will come back to the expert page, but when I put back in the answer with just the answer alone along with my supporting link I tend to not have users come back with my answer as 'not good'

I understand what you mean but we have to follow the rules. Even though the user at the time may like their answers like that, when Weegy uses that answer again as an auto answer it is not as helpful without restating the question. I think that is why many users do not trust the auto answer. But I am just giving you some friendly advice :). I did not flag your answer but other experts might flag other answers later because of this rule.
