15 + 3x + 3 = 3(5 + x + 1);

3x + 18 = 3x + 18

It is true that 15+3x+3=3(5+x+1).
3(5+x+1)
=3*5+3*x+3*1
=15+3x+3.

Simplify 1+4(3b+9)-b is as follows:
1+4(3b+9)-b
=1+4*3b+4*9-b
=1+12b+36-b
=12b-b+1+36
=11b+37.
