Think about that laws can change, procedures can change so important to work adhering to most up to date info. Also need to work in flexible way as everyone is different and procedures have to be full of all differences, eg. What about fire evacuation procedures? They will have to differ according to abilities and equipment available.
Also, technological advances that translate into more effective and efficient ways of working, eg. Medicines administration.

It is a legal requirement that you follow procedures and agreed ways of working, they promote and maintain safe work practice.
