I actually just made a very successful eye round roast last week.
The key is to brown it in a pan stove-top first and then cook it in a very hot oven for a short time before shutting the oven off entirely. Here's my recipe. :)
First off, cut deep slivers all around your roast. Into these slivers stuff minced garlic and spicy brown mustard. Now, pat your roast beef with Worcestershire sauce and then roll it in one of those packets of onion soup mix. It may take two to coat it depending on the size of your roast.
Now, set pan on medium heat on the stove with just enough oil to cover the bottom of the pan. Olive oil makes for a great taste but any oil will work. Gently sear your roast on all sides.
The best option to bake is one of the roast pans that has a bottom pan to catch the drippings. If you don't have one of these, place a wire cooling rack on a cookie sheet. That'll work fine. Now in the bottom pan, put in about a 1/4 cup of Worcestershire and a 1/4 cup of water. Preheat your oven to 475 degrees.
Place your roast on the top pan (or wire cooling rack, whichever you are using). And put it in the oven, uncovered, cooking for 7 minutes per pound. I made a three pound roast so I cooked mine for 21 minutes. Once time is elapsed, shut your oven off. DO NOT OPEN THE OVEN at all during the cooking process.
Now, a three pound roast should be left in the oven for an hour. During this time, it will slowly creep up to temp. For each additional pound, add 20 minutes.
