Question and answer
Q: A person becomes the head of government in a parliamentary system if he or she is
A: I would say that your comparison is a good one for the US vs British systems. [ I'm not sure that "Separate head of state..." is true of all parliamentary systems by definition. In Britain, if there is a vote of no confidence, they call an election, right? In the US, we have scheduled elections every four years. As a corollary to that, the PM's term is determined by the people and events, while
the President's term is fixed. In the US, the President can't be elected more than twice, while in Britain there is no such limit. My impression is that the Parliamentary system, or the British people, support more than 2 parties. While in the US, whether its because of the people or the institutions, we have just 2 real parties. ]
