Actually the Weegy rules states that we should always "try" so this is not mandatory to always restate the question.

"Always respond with a complete answer, not just a single letter or just a link. Try to restate the question in your response."

What is mandatory is to respond in complete answer (and/or sentence), I think the restate question is mostly applicable when experts tend to only answer with a word/letter and/or phrase, in that way, the poster would be able to verify that the experts' answer is the one for their question (especially when its saved as auto answer/knowledgebase)

Just my two cents.

randomayz, you are right. However, in convesations in the blog, the Weegy Team has stated that we should restate the question in the answer, that is the way they want our answers to be formatted.

To solve the problem 0.7% should be divided to 100 then multiplied to 200. The equation should be 0.007 x 200.
