The cinematographer is not in charge of the shots or the vision and he doesn't have anything to do with the editing. What he is is basically the eyes in front of the vision, he's responsible for shooting what the director envisioned. If the director wanted a nostalgic moment then it is the cinematographer's responsibility to translate that into the shot. Piecing the film together is the Director and his Editor, music is added in post production as well.

Cinematographer is the one who is responsible for creating the look of the film.With all of his idea and inborn talent on how to make every angle the most beautiful when it screens on the tv or in the wide screen cinemas.
